Welcome to SHA’s Access Management Division web page.


In April 2010 a Highway Access Permit Stakeholder Review Group convened to streamline the process for granting access permits that will connect new developments to Maryland’s highways. The result of the group’s review are reflected in this process, which is applicable for residential and commercial access requests. The staff of the Access Management Division, as well as representatives from your local SHA District Offices, are available to assist you in applying for the appropriate permit.


What type of Permit do you need?

  • District level Access Permit - required when requesting a new access point or changes to an existing access point serving five residential lots or fewer, or performing other types of work within State Right-of-Way that has minimal or no long term impact to the Maryland State Highway Network.
  • Commercial / Industrial / Residential Subdivision Access Permit - required when a commercial, industrial, public use, or large residential (more than five lots) development is proposed on a Maryland state Highway or could potentially impact traffic and safety conditions on the Maryland State Highway Network. This section will assist you with the review process and provide you with important references, such as the Access Management Division (AMD) Review Status Search page and AMD Flow Charts describing the various review cycles.
